DRL - Daytime Running Light (relay). Found over the top of brake pedal area under dash. Used in conjunction with Automatic light Control Sensor, head lights, fog lights, and control switches to control light operations. Your automatic lights and Daytime Running Lights are controlled by this module.
in order rto do this you first have to have your wife bent over in front of the car then drive it in her loose box .

Answer Put a piece of electrical tape over the daytime running lights sensor. The headlights will automatically be turned on when you start the car. You can now push the button to turn on your Fog lights and they will stay on while you are driving. You can also pull the knob out to the first position to turn on parking/indicator lights only and your fog lights will still be able to work. Your daytime running lights will be off.
Most vechicles built after a certain date by law are required to have daytime running lights and it's a good thing ...if you ever see a car comming toward you in the evening with no lights on and the car behind has it's running lights on the difference is well....night and day and it might just save someons life. most all motorcycles from way back in the 1980's have daytime running lights on , this was way befor car manufactures started doing it. chet2010
The lights are an extra safety precaution. A lot of the time, other drivers on the rode don't notice bikers. The light is something extra so that any other driver on the road will notice you before running you over.

You have a serious electrical problem. I would start by checking and cleaning body chassis and engine grounds If that's not it look for a damaged wiring harness in the steering colom

Because many of the new cars come with Daytime Running Lights. When it's bright outside, the DRL come one. When the sun goes down or your drive into a dark place, the car automatically switches over to the headlights.
I have a 2009 2500HD with the 6.0 litre V8. Its gets around 14 with general driving. slightly better over the road.
Interesting?? I had my starter and battery replaced on my 2002 Saturn VUE and within a few months my low beams ands daytime running lights went out. Dealer says the post in the fuse block is burnt and the entire block needs to be replaced at a cost of over $600.
Which year van?? ed724 2000 if you want to turn them off and on by the light switch there is a dome light over right with the Tahoe key on push the light two times in less then five seconds the lights will go off till the key is cycled or the dome override is pushed two times again.
