You take the 4 month Recon Marine qualification course.(If you want to know what is on the course i would reccomend watching 'Surviving The Cut: Recon Marine' or something like that, it is on Netlfix and i think YouTube and the Discovery channel site)

No. Delta Force is part of the Army. The Marines have their own special operations forces.
