The easiest and quickest is to click start>run, and type diskmgmt.msc and click OK. If your run program is hidden that click start>controlpanel>system and security>administrative tools>computer managment>disk managment, which is in the left plane. The other way is to insert your windows 7 DVD. Restart the machine. As soon as it starts to boot repeatedly press F12. Select the CD/DVD drive. When prompted press any-key to boot from CD. Allow windows setup and repair to start. Click install now. After you agree and go through something it should come up with a partition table. Click advance option and there you go. After you do what you need to do, you do not have to go any further. Simply cancel the install and restart. If you delete the primary partition you must install a OS like windows 7. If you deleted the system reserve then boot into CD like before and when the install now appears select repair. Then if it does not auto detect the issue then select start-up > repair.

If you mean to remove the partition table altogether, perhaps to create a partition table of a different type (Linux vs. Windows), then you can use a partition manager or whatever partition tool that comes with the operating system. Under Windows or MS-DOS, FDisk will let you delete an entire partition table at once (and render all the contents on the drive unusable).
