Remove the cables from the starter. Remove the three retaining bolts from the starter. The starter will come out. Reverse the process to install the new starter.
Remove the intake manifold. The starter is underneath.
If you are 100% sure the battery and ignition switch are good and it still will not turn over, suspect the starter or starter solenoid. If you hear it click it is getting power. The only 100% sure way is to remove it and have it bench tested at an Auto Parts Store.

Disconnect the negative battery terminal. Disconnect the wires on the back of the starter and remove the bolts holding the starter to the bell housing. Remove the old starter and reverse the procedure for installing the new one.

If it is not on the bottom of the radiator, then just remove the lower radiator hose to drain the system.
The 1999 Chevrolet Cavalier dashboard is held on with retaining clips. There are 12 retaining clips. Pry up on each retaining clip to remove the dashboard.
