I may or may not be able to repair a battery charger depending on what is wrong with it. I would check the fuse and the wiring. If it is not something visible, then the parts will probably cost me more than a new battery charger and I will throw it away and get a new one.
If the battery is damaged replace it. There is no way to repair that damage.

You can get a battery charger at many auto repair stores including AutoZone. They can also be bought at some of the larger discount stores such as Sears or online.
Plug the charger cable in and try to switch the PSP on. If it manages to boot up properly, then the problem is with your battery. Either the battery itself is damaged, or the internal connections that allow it to charge up, are damaged. Try charging over USB instead. If it still won't boot up even with the charger cable in, then that sounds like firmware corruption, ie 'bricking'. Not much you can do apart from look for a repair place.
If it is not under warrenty there isn't much you can do...
