The obvious answer is to take it to a competent jeweller. Repair of a locket hinge is fine and intricate work and you need specialist tools, Patience and skill.
a typical locket hinge consists of three Small pieces of tube with a pin running down the middle. the two end tubes ate soldered to one side of the hinge and the centre section soldered to the other.
Usually the hinge is worn loose or the pin has come out. Replacement of the pin is a simple process, but more often than not the piece will need a new hinge. The is requires desoldering and removal of the old hinge. cleaning the area and filing. cutting the new hinge pieces to fit (cutting new tube). soldering in place (without soldering them all together - very tricky), inserting the pin, and then somehow affixing the pin (eg drip of solder at each end ). file and polish, check fit etc.
As I say very intricate work and definitely or someone with experience of these things.
