Your local auto parts store can sell you a bushing kit to repair both inner tie rod ends. The replacement bushings come in two pieces. To gain access to it I would remove the engine intake snorkel from the throttle body and air filter box. Then bend back the tabs that lock the bolts from turning and remove the two bolts. Remove what is left of the old bushings and install the new bushings, lock plate and bolts. Replace intake snorkel.
Right around $600.00. I just had mine done at the Dodge Dealer last month!!

The 1999 Dodge Stratus has both front inner and outer tie rods. There are two outer tie rods and two inners, respectively. The OEM Mopar outers are #5093857AA (left) and 5094006AA (right). The inners are MOOG #EV323.
The engine size in a 96 Dodge Stratus is a 2.4 liter could have a 2.0L. It should say it right on the engine.
take off the driver side front wheel, and take the inner shroud off of the wheel well. battery is right inside this compartment.
For mine, I've removed all the headlight by unscrewing the 2 exagonal screws and pulling it off.
The Dodge Stratus should solenoid can be found on the side of the transmission. The shift solenoid will be on the right side. The shift solenoid should be labeled as such.

start by taking off the driver side front bumper. its located right in front of the driver side wheel the rest should be easy.
