The spiral cable is located on the steering column, behind the steering wheel. It allows electrical continuity to the airbag and horn button while still allowing the steering wheel to be turned. In order to pass inspection a car cannot have any warning lights on. The airbag light can be turned off with an OBD scanner, by clearing any codes that come up.
Take the car to the dealer or a qualified repair facility that has a diagnostic set up called Vida and uses a VCT2000 data interface that connects to the OBD2 unit. Have the codes read and find out what caused the fault that turned the airbag light on.
