Okay, you may or may not be able to do this. Let me give some details.
Many computer manufacturers, rather than including a windows or restore cd, will instead put a special partition on the hard disk that includes all the data needed to restore the system to factory default settings. This is not always the case, however, and so you may just be screwed.
Consult your manual (if you have one) or the manufacturers website on wether or not your system has a "system restore partition" or somesuch & if so, how to activate it. The system restore process varies from maker to maker (and model to model) so it is impossible for us to know exactly what you can do & how to do it without more info.
If you need more help, i suggest starting a new question along the lines of "How can i restore my [insert make and model of computer] to factory settings, and can this be done without a cd?"
The simple answer is - you can't ! Professionally made computers have a recovery partition in the hard-drive for the user to restore the machine to its original factory settings if needed - OR - it comes with a recovery disk (CD or DVD). If you've built your own computer - it will not have a recovery option !
By following the directions that came with your computer. I don't know what kind of computer you have, so I couldn't even begin to tell you what precise steps to take, or if it's even possible at all... many new computers give you instructions for making your own recovery discs, and if you chose not to do that, anything that happens to you is your own damn fault.
However, some manufacturers make a recovery partition. As previously noted, precisely how you use that varies depending on who the manufacturer is, so consult the documentation that came with your computer.
If all else fails, you may be able to buy recovery discs from the computer manufacturer. These are usually not terribly expensive.
Without a factory disk you cannot do that.
Download the floppy disk version of Windows to wipe out your disk and reinstall windows using the Windows COA product key code on your computer.
use a re-installation disk with the OS on it to reinstall
if the computer isn't old then you could do a system restore to when you got the computer.
Reinstall the operating system.
Unfortunately there's no easy way to restore anything that's deleted, at least without a lot of technical knowledge. If your phone is not working properly due to the things you deleted from it then you may just have to factory reset the phone -- which deletes all your custom settings from the phone and restores it to 'like new' condition, as if you had just purchased it from the store. This will get your phone functional at least. Before you begin the factory reset process, make sure to remove any SIM and SD cards if they exist. You can also use a tool called FExplorer (file explorer) to browse the contents of your phone and save some data before doing the factory reset. (See:http://gosymbian.com/fexplorer_new.php) You can then format the device by typing * + 3 + Call + Power On. Before the device is reset, you'll need to provide the lock code. The default lock code is 12345. If that doesn't work you can format the device by typing *#7370# in standby mode. Same lock code as above. Some Nokia phones can be reset via the menu system. Via Menu > Settings > Phone Management > Factory Settings > Delete Data and Restore.

Pros: There are many features in the applications given after you jailbreak your iTouch, and it lets you change more settings that aren't available without jailbreaking your iPod. Cons: It may crash your itouch, but you should be able to restore the iTouch in iTunes to it's original settings, by clicking the button that says "Restore to factory Settings" in itunes while your itouch is connected. Hope i helped.
