Pumpkin seeds should be rinsed and patted dry and spread out in a cool dry place. A sheet of newspaper or cookie sheet works well. Without more detail, I would say that it sounds to me like you are overwatering or your soil is not draining well enough. Water only when the plant needs it, and if your soil is clay based, add some organic matter to it, and some sand. ( I could better judge if I knew what state you were in. )

You need to allow the pepper to start rotting. This will set the seeds. You do not want the seeds to start sprouting so when the pepper has become soft and has dark spots on the skin cut the pepper open and remove the seeds.

Dry them with paper towel and allow to air dry for a few days, place in sealable plastic bag in cool dry place until spring for replanting.

green pepper seeds are too immature to grow. The pepper must first mature and turn red, then when you use it just save the seeds inside
