How do you split or cut videos into smaller files to upload on YouTube by time or by size?

In Windows Movie Maker, you can use the Split feature (located beneath the Preview Pane) to cut videos into smaller portions.
The time-line view provides 'time' references, but there isn't a feature to cut/split by size unfortunately.
