Unfortunately, you can't. A tech savvy person may be able to open the computer and install a replacement switch, but would not recommend unless you know what you're doing.
Take your computer to a professional. It should be a cheap fix on a desktop, but on a laptop it may be expensive or not able to be replaced.
You can Actually get it fixed. Or depending on how it is broken. If only the top cover is off, you can push into it. If that piece in there is gone, go to a local computer shop or something to fix it :D

When you say button, the start button is called the power button and it turns power on/off. There is no start icon as you see on a windows computer. On Mac the equivalent is the Finder icon.
