When you meen network locked, my answer is: -you can try it with a SIM card from another provider. When it works, it's not locked. -you may read on its package network locked on ... If the phone wasn't unlocked by somebody, your phone must me locked.
It depends upon your carrier. In my case (Nextel/Sprint) it shows up on my caller ID as: "Incoming call". Some carriers spell out "blocked call"; others show up on your caller ID as: "611" --- or some other number that you don't recognize --- usually only 3 numbers.

Due to privacy obligations of mobile carriers, it is unlikely to know that your number has been blocked. The caller may be sent straight to voicemail, or the number might not ring at all. However, there will not be a message informing the caller that the number has been blocked.
If someone has blocked your cell number you may get a recorded message stating that the cell phone is not currently accepting calls. If you are able to reach their inbox then you have not been blocked.
When you try to call them it tells you there number has been disconected or in a anoying voice it says " Your call can not be completed as dieled plese check the number and try again."

What do you mean here by 'blocked' ? I know of two things you might mean : 1. The SIM card is blocked because you got the PIN wrong three times. You should have been given a PUK (Phone Unblocking Code) when you bought the SIM card. This will unblock it for you. If you don't have the PUK then contact your mobile phone company for it. Note - if you enter the PUK incorrectly 3 times the SIM card will be permanently disabled. 2. The phone is 'blocked' in that you can only use it with the service from one phone company. If you insert a SIM card from another company it does not work. Many phone shops offer an 'un-blocking service' and will remove the block for a fee. The fee varies from about 10 USD to about 100 USD depending on the shop and the phone, the more expensive the phone the higher the fee! Avoid enthusiastic amateurs for this - a mistake may permanently disable the phone beyond recovery.

Unfortunately, phones do give an indication if someone has blocked your text message. Most carriers do not provide blocking of text messages. They do however give an option for blocking phone numbers.
Well they don't tell you if they blocked you obviously, because it's a concern of privacy, but you would know if they blocked you if you sent a message or something like that and then if there's no response after a long time, then you know that they blocked you. :P
There are several services that allow one to check if they have been blocked on MSN. There is a website called MSN Block Checker that allows you to check whether someone's MSN account is online or not, letting you know if they have blocked you.
