You don't know, you just might be their best friend, or maybe only friend. That doesn't mean they are your best. Does anything need to be said ? Are they being a pest ? If so, just tell them that you are their friend, but you only have so much time and you would rather spend it with whoever. They accept this or are upset and leave you alone. It's nice if you can let someone down easy, but unless you make a real effort to be mean to them, how they feel about the rejection is on them. It is a rejection no matter how you look at it and most people don't take rejection too well. That doesn't mean you have to put up with someone you don't want to.
