If you blocked it yourself, then try reading the phone manual. Directions on how to unblock numbers should be in there somewhere. Each phone system is different and there's no one "magic method" that works on every phone system.
If it was blocked by someone else due to a policy, then you don't unblock it; you probably don't have the level of access that would be required anyway. If you can make a good case why it should be unblocked, try talking to your supervisor ... he probably won't be able to either, but it's a good bet that he's going to have to sign off on it to the people who do know how to do it and have the security permissions in the phone system to make these sorts of changes.
