If a Windows 7 machine is "Locked" by a user you need to enter that users password to unlock it. If you need to use the computer on another user and don't have the password click "Change User" or restart the PC.

If you do not have the password at all there is ways of bypassing this but it should only be attempted by advanced users. Rather ask the user or deliver the machine to a technician. A recovery will still need a administrator's password on Windows 7 and you'll loose most of your files.
