Once upon a time you could drop an image into GIMP and start working on it. No more. Now, you must open it through the application. You do this with Ctrl+o for as many images from a single folder as you can handle, or Ctrl+Shift+o to open them all as layers in a single window.
Run GIMP.
Select "open"
Find the picture in your computer.
Double click.
In the upper right hand corner click on file. Then click on open or open as layer. Open creates a whole new window while open as layer adds to the open window.

I assume you mean after pasting an image into gimp. Right-click on the layer in the layer box, and click "new layer" that will put the image on it's own layer. Odd wording, I know.
