It's not necessary to install the iso's. Go into the Config of the Dolphin and go to the Paths tab. Change the ISO Directory to wherever you keep the games (i'd put them in a folder called Gamecube Games). Now hit the Refresh button and the list of the Iso's that are in the folder should appear. Double Click the game you want to play to load it.
First you need to download gamecube iso files. ( a good website is snesorama.com ) Thenopen up dolphin and click "open" in the top left corner and find your iso file. On the same bar, at the right of it there are a couple of options to configure the settings. The 2 you need are Pad and Config.

No because the Dolphin Emulator is for Gamecube and Wii games. With a hacked Wii/Gamecube you can load up a homebrew emulator which is the VBAGX which is essentially no different than the Visual Boy Advance emulator for PC/Mac. If you want to load GBA roms download the Visual Boy Advance emulator.
