To decode a message using the Spy Decoder, turn the inner green dial so that the red letter and the green letter of the "code key" line up together. Then each letter of the code (red) will be next to the letter of the actual message (green).
For example : if the message key says "Y (in red) = O (in green)", you should rotate the inner dial until the red Y is next to the green O. The red X is now next to the green N, so the letters Y and X would be O and N in the uncoded message. All the other letters in red can be decoded to the letters in green.
The red message "YX DRO BYYP" would be the green O, N, T, H, E, R, O, O, and F.
The decoder kit works like this:
Match the red letter of the code key to the green letter of the code key. If there is a red Y and a green O as "Y=O", it means you move the circle until the green "O" is under the red "Y." Then the rest of the letters will match up.
Using the Decoder
The messages include hints about the roof entrance to the Docks, and how to take the Eye Test. The decoder is not for the passwords, which are simply overlays. (They are "Laser (enter) Hair (enter) Removal (enter)")

Messages
The decoder wheel will decode messages given you by the other spies. Line up the first letter of the key (on the red wheel) with the second letter of the ley (on the green wheel) and all the other coded letters will be next to the "real" letters that make up the message.
Passwords
You have to overlap all three clue cards to see the passwords. They will access the satellite transporter at the B.A.D. hideout. Each word should be entered separately : LASER (enter), HAIR (enter), and REMOVAL (enter).
Once you have rescued all three spies (and have the Bistro agent's fingerprint), enter the B.A.D. hideout and use the three passwords to activate the satellite transporter.

You get the decoder from Director D, and it is a simple letter-substitution code. Setting the red code letter (outside ring) next to the green letter (inside ring) lets you read what the code letters really mean. Once you match up the 2 letter "key" do not move the ring again.
Example:
K (red) = O (green)
When the letters are matched up, the code KLLKOEPA can be read as "OPPOSITE."

The codes from the various spies give you clues to the island. You decode them using the decoder you receive from Director D at Spy headquarters. The three rescued spies will give you an overlay that does not require decoding. They overlap to spell the three passcodes for the transporter at the BAD control center.
