To express 0.0247 in scientific notation properly you need to know the basic rules to convert. Shift the decimal point to the first no. greater than zero so 0.0247 becomes 002.47 hence the decimal has been crossed 2 digits which are 0 & 2, 002.47 is written as 2.47x10-2
