A refracting telescope works just like a magnifying glass. It uses a convex glass lens (to bend light and bring it into focus. This lens is thicker in the center than it is toward its edges, which bends the light more at the edge of the lens than light coming through the center. This allows all of the light to come together at a focus point. The point of focus is where the image is created.

The big lens at the front, the object lens, focusses parallel rays to a point, so there is a small upside-down image of the target in the focal plane, which you can see if you put a white card there. Normally there isn't a white card there but behind the image there is a small magnifying lens which you look through to see the magnified image.

The amount of magnification (linear) is the ratio of the focal lengths of the object lens and the eye lens.
