The best answer to this question lies in the US Constitution itself. The enforcement of the articles seen in the US Constitution's Bill of Rights speaks about the civil rights of citizens. The enforcement of these rights lies in the Executive branch of the US Government. It can be added that the US Supreme Court may decide that the results of a law is in fact un Constitutional. The Executive branch is now required if necessary to enforce the Supreme Court's decision.

Also, if the US Congress believes that additional legislation is needed to advance the civil rights of citizens, it may create a Bill to do so. If both houses agree then the Bill goes to the US President for signing into law.
