In English sockets the brown wire is not considered to be neutral. It is considered the hot/live cable.
The blue cable is the neutral.
The relative voltages are
Brown = 230volts
Blue = 0volts
Green/Yellow = 0 volts
The effects of crossing the blue and green/yellow cables is called neutralising and is generally done outside of a house. It is perfectly fine to do inside except if there is a GFCI/RCBO (Residual current Devices) in the circuit, which will cause it to trip. It is not OK to leave these cables connected for normal operating of the circuit, as it can leave touch voltages on poorly earthed fittings.
The effects of crossing the brown and green/yellow is called "shorting" and will be evidenced by a bright flash of light, a loud bang and a girlie scream.
Shorting a circuit will result in the Circuit Breaker tripping under fault load conditions. Repeatedly causing a circuit breaker to trip under such high currents can cause it to fail early in it's life expectancy.
If in doubt, get an electrician out.

The wired or wireless means of connecting to the Internet is called a(n) ________ connection.
Ground and neutral are kept separate for a reason. They are only "bonded" at the main panel. The reason is that you can create what are called ground loops where current can flow. This is because all wires have some resistance and by connecting neutral and ground you open yourself to these ground loops which can cause shocks or can adversely affect electronic equipment.
A neutral atomic particle is called a proton. This is taught in science.
A connecting word is called a conjunction. Conjunctions are used to join words, phrases, or clauses in a sentence. Examples of conjunctions include "and," "but," and "or."
The Art of Speaking & Writing without Regionalism is called neutral English.Neutral English: This is not to imply that neutral pronunciation has greater merit than any of the regional dialects. The way we speak English regionally is part of our personal identity. It is something that should be used and mentioned in our everyday speech. However, when we are speaking or performing in a public forum, neutral English should be used, so as to erase regional barriers and communicate effectively with the most people.
