For American Football, 21 should be around the age for a draft. For football as soccer, I have no idea.
Depends on your leagues setup. Often a 2RB, 2 WR, 1 TE, 1 QB, a DEF, a Kicker, and a flex is default. In this case you often draft a high end RB first followed by a QB/WR, then since football is becoming a passing game you look at receivers vs. RB's and fill positions. Usually you draft TE's late (or during the TE scramble *when other people start drafting TE's randomly). A def and TE are always your last round picks since they are easily rotated and replaced.

I think that the Chicago Bears defense is the best defense out there. If you are looking for some late round draft picks then you should look for the Washington Redskins and their defense, They have Rocky McIntosh who is a great lineback, Rookie Landry who is a fast safety. They also have Sean Taylor, Sean Springs, Carlos Rodgers, Fred Smooot, and Marcus Washington.
The draft was outlawed sometime in the late 60's or early 70's.
In football, as long as you are good, its never too late. Even if you aren't all that good, you can still make professional football at 21. Furthermore, its better late then never.
