You could be dilated more. A LOT can happen to a cervix in the last weeks of pregnancy. I was in early labor for 5 days, dilated at 3cm. They admitted me when I finally got to 4cm (5 days after my first real contractions started) and I had the urge to push by 6 or 7cm. It took me a long time to get to 7, but then I shot straight to 10 in a matter of an hour or so. Not every woman or pregnancy is the same though.
