It depends on the venue. If you are making a business proposal or otherwise presenting in a business setting, then the speech should be direct and to the point. If you are presenting in a scenario where the audience came to hear you speak or in a setting like being a guest speaker at a gradation, then the speech can be more drawn out and take longer to get to the actual point.
Either way, it doesn't really matter how long the speech is, as long as the content can hold the interest of your audience for the entire duration of the speech.
