If it is your fault, it is the owner of the vehicle's fault, but it's really your parents' responsibility to decide if your to take responsibility for it. However, if it is not your fault it is the at fault party who is liable.

Generally, having an at-fault accident does not by itself effect someone's license status. If citations are issued for actions that caused the accident (such as speeding, following too closely, or failing to yield) then there may be points associated with those offenses.
