Of these UTs, Delhi and Pondicherry have legislative assemblies and council of ministers; but they do not have the kind of powers that those of the states enjoy.

Note that Delhi NCT is a part of the National Capital Region, which includes not only the Union Territory of Delhi NCT but also parts of neighbouring states (Gurgaon, Faridabad etc. from Haryana, Ghaziabad and Noida from Uttar Pradesh and Alwar from Rajasthan). The NCR is one of the world's largest metropolitan areas.
