As little as possible tanning is simply the process of killing skin and taking the risk of ending up with melanomas. However if you do insist on a tan never let yous self get even slightly burned.
The first time you start tanning yourself you should spend only 5-10 minutes in the sun on each side per day and gradually build it up each week as you get more tan. If you increase too much to soon you will burn and you wont be able to lie in the sun with a burn, even a minor one. You will have to take 2-7 days off depending upon how long it takes the burn to go away.
Start with 10 minutes for the front, then flip and do 10 minutes on the back. If you are very pale, do 5 minutes each side the first week. After that increase in very small increments each week , as you do not want to burn. After the first week do 7 minutes on each side. Another thing , you need to expose all sides to the sun or end up with "racing stripes" down your sides because they don't get as much sun as your front and back. To do this try laying where the sun is shining on you from the side, you can tell if this is happening because as you lie there you will see your shadow to the side of you. Lay like this for how ever long you have been and instead of flipping over turn around so that your feet are where your head was before, this will get the other side. If you lie in the sun 15-20 minutes that would make you quadruple your time since it would have you doing 40 minutes total for the front and 40 minutes for the back. It is a good idea to do the front one day and the back the next day in this way. The sun coming from the side in this way only tans half of the side it is shining on, for example half of your stomach and chest. By rotating you ensure that you left and right halves each get the same mount of sun on both your front and back. To recap: Expose any given area for only 5 minutes to start with if you are very pale, you can add additional minutes as your tan is established so that you tan with out burning. Lay so that the sun is shining on you from the side and rotate so that your left and right halves of each the front and back get equal time in the sun. Do the front side one day and the back the next if necessary.

Tanning oil really helps but if you are 12 or under you would need to do baby oil it really works I have a daughter and she did it and got a little tan in like 2 hours!

I am just going to recommend Neutrogena tanning lotion. It doesn't even require that you go outside and actually tan, but it REALLY WORKS. And as long as you apply it evenly, you can appear 5 shades darker than you really are.
There is no best day to get a tan, since every day is different. However, during the summer, when there are very few to no clouds in the sky, if you stay outside long enough doing work and such, you can get a tan.
