Actually you you don't get it only by strength. You need to have negative karma too.
So now, it's evening, and you got 180 strength (at least) and negative karma, you go to Vinnie's bar and talk to Vinnie. Then select to option "I'm magic like that" then you'll get a job as a hitman. You keep getting stronger and stronger so you ask for a promotion. That time you're incredibily strong (at least 800) and Vinnie will give you a job as a "Pro". As you know, every time you reach the top rank of a profession you get a item. The hitman's top rank is Pro, and, geuss what, you gat the Secret Wepon.
