Depends on internal and external surface area.

Depends on airflow through radiator, which depends on vehicle speed, on fan power, fin density, radiator depth and airflow and existence of ducting around radiator.

Depends on composition of coolant.

Depends on existence of blockages in radiator.

Depends on corrosion or heat blocking coatings inside or outside radiator (inadvertantly sprayed paint for example, or thick dirt).

Any one of these things could change the delta T, even on the same car running an otherwise identical setup. None of this addresses the even more complex and important topic of how the coolant travels through the engine.
