As far as I can determine, there is no legal age limit set by any coastal state or federal agency. It depends more on several factors including your physical size (if you can't see over the rail or reach into the bait tank, it might be a problem), your fishing ability (can you rig your rod and tie a good knot?), your seaworthiness (get seasick easily?) and your ability to hold your own against older and stronger guys who will crowd you at the rail.
Your mental attitude will count for a lot. Lastly, you'll need to convince your parents/guardian that you will follow all instructions issued by the boat crew.
