There is no legally required minimum age in the United States, but the practical cut-off is 24. This is because the youngest most people graduate from high school is 17, then 3 years of undergraduate then 4 years of vet school. Most veterinarians are 26 to 30 years of age when they graduate vet school.

Usually, at work experience (15/16) but I help out in a veterinary surgery and I am 13 (in the UK) Around 13/14/15/16 is a good age because you have an understanding of most of the things that happen in the surgery. It is a good idea to research about veterinarians and what they do and learn the basics of common pets (dogs, cats, rabbits!) Hope this helps! Good luck!

(I am training to be a vet and I help out at a veterinary surgery where my mum works as a receptionist but the vets i go to recruits lots of volunteers around the age of 13, 14 and 15) Ps. Never be afraid to ask! They can only say no! Another idea is to help out at an animal charity like the RSPCA or PDSA depending on where you live! They are always recruiting volunteers and are happy for ANY help!

In general, 16 is the youngest a vet clinic worker should be. Because you are working around animals, radiation (x-ray machine), biologic hazards (vaccines, cultures) and sharp objects (needles, scalpels, etc.), you need to have a certain level of maturity and situation awareness.

UPDATE: 14-15 is usually the starting point, but I have heard of volunteers as young as 10.
