It depends on the server, the servers also will sometimes have a limit of connections allowed at one time and after that limit is reached it won't allow connections from anyone else until someone leaves. There are also ping requests and if someone is intentionally trying to crash the server then each ping would be 60,000 bytes which ten minutes on full blast would cripple most websites.

If you are the host of the Server, you open up Minecraft Server . Wait for it to load then it will say its ready. If you are going to someone else's server, and it has no bars, then there server is not active. (Which means they dont have Minecraft Server up).
