I am bisexual and I like a girl and I really want go out with her but she's got someone. What should I do?

Your bisexuality really isn't the issue. The question is: is the girl you like also bisexual? If she isn't, then you shouldn't waste your time barking up that tree.
I would say simply try to be a good friend to her, without any expectation of romantic reciprocity. Both you and she will know it if she is interested in a romantic relationship with you.
However, it isn't healthy to put your life on hold waiting for someone else in a situation like this. Be sure to get out there and date other people and live your life to its fullest, whether or not that girl ever actually expresses interest in you. This will make you more confident in yourself--and ultimately more attractive to your future romantic partners, of whichever sex.
