If God created people with free will to choose to believe or not to believe then why would he punish those who chooses not to believe in him Why not create everybody a believer?

It's a matter of choice. People are on earth to prove to themselves what they will choose to follow and do. The highest rewards are for those who freely choose to follow God's teachings and willingly serve their fellow beings. A mob of slaves would not show initiative, compassion or love. Those are choices that free people will make, if they wish.
