If I recently upgraded my windows OS from xp to Vista will deleting the old xp OS files from the hard drive cause a problem with vista working properly?

No it will not, DO NOT DELETE unless you dont need the old files. You should check them over first, just to make sure there is nothing u need such as importent documents, or pictures or videos of your family.

The stop light switch may cause the problem. If not adjusted properly it will not allow the cruise to engage. Check that there is no contact with the switch (Plunger) while the brake is not being depressed.

One of drivers is not loaded properly. You need to remember which hardware and software you have installed recently, and try to reinstall it. If it does not fix the problem, uninstall hardware/software which causes the problem. If it did not work either, use "Load last know working configuration" in F8 menu.
