I have found no law requiring you to give a customer a receipt. And if they have not paid you, certainly you are not required to give a receipt for a payment not received.

That they might need a receipt for tax purposes - and they do - does not make it "your" need. And when I called the IRS law department and asked if there was a federal law or tax code compelling a daycare to give a receipt, the agent said, "I am not aware of any such law."

I'd simply call the parents and say, "I'll be happy to look into whatever receipt you feel I should provide - and just as soon as I've collected all payments due me, I'll have the time to get right on that."

(Note: You provided no info on the state you are in. There may - possibly - be a state law that compels a daycare business to give such receipts. Contact a local attorney in your area to be sure.)
