if the mobile has not been paid for (financed) you don't own it. Therefore you cannot move it.

By that logic you don't own it until you pay the bank back then you own it till then the bank owns it. If the entity that is selling it to you and you can get permits to move it you can start install. But if would be unwise to do that.
