If come from the front left corner of engine then most likely headgasket. (Main oil gallery is on this corner).
If the engine is of the same type it will. ie an XUD engine (1905cc) from one peugeot or citroen will fit another xud type but I do not know if it would fit on a HDi engine. On the 1.9 XUD the starter is the same on turbo and nonturbo models.
Why would you want to, safer driving with them on.

Probably could make it fit with a lot of work. Its not something i would do though, far too much to convert. As well as the engine you will need custom engine mounts, new fuel tank, fuel lines, engine wiring harness, engine ecu, display clocks. Upon this you have the fact that the 206 is a multiplexed wiring system with lots of control ECUs, so getting it to integrate with the older 306 ecu etc(if at all possible), would not be too simple. ALL THIS IS IF THE ENGINE AND GEARBOX EVEN FIT!!!! If you want my opinion, as a Peugeot technician for years, dont bother even trying.
If the light is coming on on the radio display, i would suggest it is because the weather is getting colder and the car is warning you over frosty conditions - hope that helps.
I'm not a gambling man but I would risk a shilling that the radiator fan is running Peugeot fans are not ignition controlled, and do start at times after the engine is switched off.
Considering that it's engine was strikingly similar to the Pakyan 1600cc I4, my guess would be that it would be similar in ignition sequence too. The Pakyan sequence was 1,3,4,2.

A whining sound coming from the front of the engine would make me think one of the bearings is wearing out in the belt assembly. This is something you should fix promptly.
