Contact your nearest passport office. If you are not able to find a passport office in your area, go to the nearest post office and ask someone who works there. They should be able to give you the correct information.

If you want to enter a foreign country you do. The passport isn't for leaving the country of citizenship. Its for entry into foreign countries. Even some cruise lines require a passport. To get back into the country you also need one. All American citizens now need a passport.
You NEVER have to surrender your foreign passport. When you are sworn in as a US citizen at the oath-taking ceremony you do have to give up your permanent resident card (green card).
I live in the USA with a Green Card but am a citizen of the UK and a UK Passport holder. I am thus to the USA/US Immigration a foreign passport holder.

If you're talking about if you need a passport to get into Hawaii, then no. Hawaii is a state, it's not a foreign country.
In order to get a Swedish passport you have to be a Swedish citizen. Once you are a citizen you can get the passport. That's what it means to have a passport - it shows that you are a citizen of the country in question.
