usually task manager cannot be disabled unless its a local security policy. If you using a work computer i will not tell you how to reenable this due to im sure there is a reason. If ithis is a personal computer then it sounds like a virus. If not then it would be better to reinstall windows. Make sure u back up important data before doing anything.
Try ctrl-alt-delete, then pick Task Manager, if there is that choice, then highlight the program to close . . . it may say "Not Responding" . . . then click on "End Task".
on an ipod do u have any programs that conects it to the tv iv u do even if the app is not running its still enabled so it wont show the movie in the pod itself

places like eBay..and chase..and other sites where cookies needs to be enabled say that my computer isn't accepting them.. even though..they are in my settings..

More than likely you have a bad ignition switch however your anti-theft system could still enabled.
