Your husband's brother's wife is not your sister-in-law. She is not related to you, just as your husband's sister's husband is not related to you.
The reason the English language does not have a term for your relationship to the spouse of your spouse's sibling goes back to the way speakers of the root languages of English lived and how they thought about family relationships. It is apparent that they did not feel a need to trace wide horizontal family relationships.
