No there is no Tinkerbell themed park at Disneyland or Disney World. There is Pixie Hollow where you can meet Tinkerbell & the other fairies located at Disneyland.

Perhaps the monorail, but I'm not sure it operates before the park opens, even for hotel guests, and also I would definitely consider it "a Disneyland ride" that happens to have a stop outside Disneyland as well, as opposed to "not a Disneyland ride" that happens to have a stop inside Disneyland.
