She learns because she listens to her ear phones (seashells) so much that she has to in order to understand what people are saying to her.
Mildred learns to lip read because she wants to be able to understand what people are saying without having to actually engage with them. This reflects her isolation and disconnection from genuine human interaction in the society depicted in the novel.
