In most cases, the non-custodial parent has to pay half or more of the college expenses, unless it was stated in the divorce decree that college would not be paid for. I know, because I am the custodial parent and my ex was ordered to pay 65% of college expenses in addition to child support. Lucky for him, though, we qualified for financial-aid for college and all he had to pay was child support. (Which he tried to get out of many times)
It's more like the opposite - the non-custodial parent is under no obligation to pay for college unless the order for support specifically provides for it.

Support orders are supposed to include a termination date. Whether you have to pay support past age 18 and under what circumstances depends on the language of the order. Some states have made it an obligation, even without it being addressed in the order, that support be paid through college. New Jersey added such a law in July, applicable to even orders established prior to this year. The State of Washington requires the college education to also be paid for. As such, though for now it's not an overriding requirement in Maryland, this may change. For New Jersey, the change generated an additional $10 million a year in federal matching funds which is not required to be fully spent on child support enforcement. In Missouri, the child must take a minimum of five credit hours in college, but Arizona has no minimum.
