In most cases, the non-custodial parent has to pay half or more of the college expenses, unless it was stated in the divorce decree that college would not be paid for. I know, because I am the custodial parent and my ex was ordered to pay 65% of college expenses in addition to child support. Lucky for him, though, we qualified for financial-aid for college and all he had to pay was child support. (Which he tried to get out of many times)

It's more like the opposite - the non-custodial parent is under no obligation to pay for college unless the order for support specifically provides for it.

Support orders are supposed to include a termination date. Whether you have to pay support past age 18 and under what circumstances depends on the language of the order.
