OSHA does not have regulations at the level of detail that says "short pants are permitted here but not there." What OSHA requires is that the employer assess conditions in the workplace and ensure that appropriate protective clothing and equipment is used.
In the case of pants length, the issue would often be whether there is a potential for contact with surfaces or objects hot enough to burn bare legs, or with sharp objects or edges that could cut or scrape your legs if you were in shorts.
There is also the possibility that your warehouse is located in a state that operates its own OSHA system, and different regulations, more stringent that those of Federal OSHA may then apply.
It should always be possible to politely ask for a copy of the relevant regulation (or a reference to it), or the employer's workplace assessment regarding this.
