Sampling means using electronic software/hardware instruments called samplers, devices that store audio files and can play them back, often at different speeds or pitches. Each file played by the device is a "sample", and can be a single recording of a note, one cycle of a waveform, (example: sine), or as large as a whole song. Often, samplers are played on a keyboard, or as software on a computer. Most modern digital synthesizers are, in fact, samplers, if they do not use analog oscillators.
Sampling can also refer to the musical style of using other artist's recorded music in an original work, classic example being M.C. Hammer's "U Can't Touch This", which used a clip from Rick James' "Super Freak".
But in general, sampling is just where you manipulate previously recorded audio files to create music.

At what point of electronically enhancing music do you consider it to be "electronic"? I think that is just your interpretation of the music!
