This is actually the part the hit hard to me. It shows you how bad it got and all the broken promises. He eventually says that the only one he can really trust is Hitler because at least he kept all his promises (as far as elie knew at the time). Remember promises arent always good and it just simply means something they guranteed would happen, actually ends up happening.
