This would be considered a democracy.
The initiative, referendum and recall are more ways to include citizens in government. In the initiative gives citizens the power to propose a law. The referendum gives citizens the power to vote on laws. The recall gives voters the power to vote someone out of office.

Hamilton wanted a strong central government that balanced power between the "mass of the people" and wealthier citizens. So people wouldn't get to much power Jefferson disagreed strongly with Hamilton's views of most of the citizens ability to make decisions for the country. Government distributes power by allowing citizens to vote for representatives, by having Congress make the laws, and by having different agencies handle some of the government functions. The delegation of power to agencies is one of the top ways that government distributes power.
The people elect representatives to form a government. The government enacts laws ( known as acts) - the power to make and enforce this law therefore comes from you (the people).
The government has too much power and many people fear that the government will end up using that power against us. The main problem is that when a government has the power to make laws and punish law breakers what is to stop them from turning that power against law-abiding citizens. How could the government be obliged to control itself.

Anarchy
The people in the government are elected to make decisions for the citizens, so they make decisions about many issues.
Pure Democracy exists only in a small state or nation, as that type of political government requires citizens to vote on all issues. That is not practical as a nation grows, so Representative Democracy (a republic) was created in which the citizens elect the members of the government and give them the power to run the daily activities of the nation, vote on legislation, defend the nation, etc. The people retain the power to vote in new representatives and replace government office holders who violate their agreement with the people by not representing them as required by the constitution or regulations of that office. In Democratic societies, the supreme power rests with the people, otherwise it is not a Democratic society.
